If a Louisiana cosmetics brand needs its company records apostilled or authenticated, the Louisiana Secretary of State handles this. Business filings go to the Commercial Division, and notarized papers go to the Commissions Division. On the Turkish side, the responsible person for an imported cosmetic product is the importer, who may appoint a person resident in Türkiye by written agreement. The product is notified to the Turkish Medicines and Medical Devices Agency (TITCK) through ÜTS before it is first placed on the market, and the product information file is prepared in Turkish or English.

The Commercial Division provides apostille and authentication service for documents and instruments recorded with the Secretary of State's Commercial Division. This covers records relating to partnerships, corporations, limited liability companies, limited liability partnerships, trade names and similar filings. You request this service in writing, by mail or by fax.

The Commissions Division certifies the signatures of Louisiana officials affixed to State of Louisiana documents only. These officials include notaries public, clerks of court, deputy clerks of court, ex-officio notaries, sheriffs, deputy sheriffs, judges, justices of the peace and the registrar of vital records. It offers walk-in and mail-in service. A mail-in request needs additional items, including a written request that states the destination country.

Order of steps for documents your company signs

Some documents are not issued with a certification, or are certified by someone who is not on record with the Louisiana Secretary of State. These must first be notarized by a Louisiana Public Notary before the Commissions Division accepts them for legalization. The notarization must fully comply with Louisiana Notary Law, or the document will be returned for correction. The notary's printed name and notary identification number must appear beneath the notary's signature. Check both points before you mail the document or bring it in.

Documents issued by the Clerks of court do not have to be notarized. Photocopies of these records are not accepted.

The TITCK texts quoted for this page do not mention an apostille requirement for imported cosmetics documents. They do not settle whether TITCK expects your Louisiana records apostilled, so confirm this with TITCK before you file. The only translation rule for a foreign document in those texts appears on TITCK's export certificate (Free Sale Certificate) page. It covers products manufactured in Türkiye for a brand owner abroad. For these products, the authorization document and its notarized Turkish translation are added to ÜTS with the certificate application. Our translators are sworn before a Turkish notary and prepare that translation in Türkiye. TITCK decides whether the documents are accepted.
