California Records for Turkish Citizenship by Investment
Which California records a Turkish citizenship by investment file asks for, and how the California Secretary of State apostilles birth and death records.
For Turkish citizenship by investment, the file includes a passport or similar document showing your nationality, a civil status document, a birth certificate or similar identity record, and, if you are married, a document proving family ties with your spouse and children. The NVİ guidance says records of being single, married, divorced or widowed must come from the official authorities of your own country and be duly certified ("usulüne uygun onaylatılmış").
What the Turkish file contains
The regulation lists documents including a marriage certificate if you are married, a divorce document if you are divorced, and your spouse's death certificate if you are widowed. If your birth record lacks the month and day of birth, the file needs a document from your home authorities completing the date. If you cannot obtain one, you sign a declaration accepting processing under Article 39 of Law No. 5490. The investment-specific texts quoted here do not name the apostille, consular legalization or any other form of certification. Confirm the required form with the Special Joint Office or the Provincial Directorate of Population and Citizenship that will build your file.
You apply in person for the certificate of conformity (uygunluk belgesi), the short-term residence permit, the residence permit card and the citizenship application itself. After you hold the certificate of conformity and the residence document, the file is prepared at a Special Joint Office in Istanbul or Ankara, or at the Provincial Directorate of Population and Citizenship in other provinces. It is sent to the General Directorate of Population and Citizenship Affairs, which evaluates it. For applicants with no national security or public order obstacle, the decision goes to the President for approval. For persons naturalised under Article 12/1(b) and (c) of the Law, the Ministry of Interior can take the application directly where it deems this necessary.
California birth and death certificates
The California Secretary of State apostilles birth and death certificates signed by county clerks, county recorders and their deputies, or the State Registrar. If your certificate carries the signature of a city or county Health Officer or a County Registrar, one of these steps may be required first: certification by the county clerk's office in the issuing county, or a certified copy from the county recorder or the California Department of Public Health.
A notarized document must be notarized before you submit the apostille request. The document must be signed by a California public official or be an original notarized or certified document; photocopies are not accepted. You can request the apostille by mail or in person at the Sacramento and Los Angeles offices.
The California texts quoted here cover birth and death certificates and notarized documents. They do not settle the route for a California marriage certificate or divorce decree. Confirm those with the California Secretary of State before ordering copies.
