New York Records for a Turkish Residence Permit
How New York records get apostilled, with or without a County Clerk step, and translated for a Turkish residence permit application.
A New York birth, marriage or divorce certificate, a notarized consent letter or a school record used for a Turkish residence permit (ikamet izni) receives its apostille from the New York State Department of State. Whether a County Clerk must certify the document first depends on who issued or notarized it.
Getting the New York apostille
Birth, death and marriage certificates and certificates of divorce issued by a local or county official or a county Department of Health must first be certified by the County Clerk. Certificates issued by the NYS Department of Health, signed by the Director of Vital Statistics or the NYS Registrar, do not need County Clerk certification.
A consent letter or power of attorney signed before a New York notary must first be certified by the County Clerk of the county where that notary is certified to notarize.
For a diploma or transcript, contact the school, college or university you attended. An official there certifies that the document is an official record or a true copy. A notary public notarizes that official's signature, and the County Clerk certifies the notary's signature.
The Department of State accepts apostille requests by mail or as walk-in service at its New York City, Albany, Binghamton, Buffalo and Utica offices.
What the migration directorates ask for
An applicant for a family residence permit must show documents proving that they are a spouse, a minor child or a dependent child. The Tekirdağ Provincial Directorate of Migration Management list, under the heading for a spouse joining a residence permit holder, asks on first application for the original notarized translation of the marriage certificate. Before a family residence permit is granted or extended, the governorship investigates whether the marriage was made solely to obtain the permit where there is reasonable suspicion.
The Antalya Provincial Directorate of Migration Management list asks, for applicants under 18, for the birth certificate and the consent letter (muvafakatname) with an apostille and a notarized Turkish translation. For a child's family residence permit, consent is required from a parent with joint custody who is outside Türkiye.
These requirements are quoted from the Tekirdağ and Antalya lists. The quoted texts do not settle whether other provinces ask for the same; confirm this with the Provincial Directorate of Migration Management where you will apply. A student residence permit is applied for after pre-registration, by the student or the school, under procedures set by the Presidency of Migration Management. The quoted texts do not settle which school records need an apostille for it; confirm this with the same directorate.
The Turkish translation of the apostilled document is made in Türkiye by a translator sworn before a Turkish notary (yeminli tercüman). For the marriage certificate, birth certificate and consent letter named on these lists, a Turkish notary then notarizes the translation. The directorate receiving the file decides whether it is accepted.
