Plant Protection Products in Türkiye: Foreign Documents

Plant protection products made abroad are licensed in Türkiye under the regulation on the licensing and placing on the market of plant protection products, adopted in 2024. Companies apply to the Ministry of Agriculture and Forestry's Directorate General with a petition bearing a wet or electronic signature and the required documents, physically or electronically.

The manufacturer certificate

For imported products, the application includes a manufacturer certificate from the authority that grants the production permit, showing that the facility at the stated address manufactures the product and stating the active substance, its rate and the formulation type, certified by the Turkish mission in that country or bearing an apostille. Manufacturer certificates not approved by the authority competent to grant the production permit are not accepted; documents on production facilities in countries the Ministry accepts are valid where the official authority shares them electronically.

A Directorate General announcement defines the manufacturer certificate as an apostilled or consular-certified document issued by the competent official authorities showing that the product is made at the stated address. Its format was set through a notification to the World Trade Organization's SPS committee titled "The Template of Plant Protection Product Manufacturer Certificate For TÜRKİYE", and documents prepared in the published format and approved by the competent authorities are to be submitted to the Ministry.

Translations and other documents

For imported products, the technical substance specification, the product specification, the confidential formulation and the packaging information form are submitted in the original, in English and with a sworn Turkish translation. The application also includes the manufacturer's authorisation of the applicant for licensing, distribution and sale in Türkiye, any toll manufacturing contract, a licence registration certificate where the trademark is registered to the foreign company, analysis certificates and reports from the manufacturer's or authorised laboratories, and residue trials carried out abroad under GAP and GLP conditions. A licence transfer for an imported product needs an authorisation from the manufacturer. Documents created and verifiable through official electronic systems are considered, and applications based on documents not current and valid when submitted are not assessed.
