North Carolina Apostille for Documents Used in Türkiye
North Carolina apostilles for Türkiye: the Secretary of State's Authentication Office, which documents need a notary first, and how to submit.
North Carolina documents are apostilled by the Authentication Office of the North Carolina Department of the Secretary of State. There is no county step in between, but most documents need a notary before the office will look at them.
The Authentication Office publishes a list of issuing entities whose documents will not need to be notarized. If your document comes from one of them, it can go to the office as the certified copy that entity issued. Check that list against the issuer named on your document before you arrange anything else.
Notary first for everything else
For a document that is not on that list, the signer appears before a North Carolina notary public to sign it. A copy follows a different path: obtain a certified copy that is notarized by the issuing entity, such as the school that issued a diploma.
School records have their own rule. Transcripts, report cards and diplomas issued by a North Carolina university, college, community college or high school must be notarized by a North Carolina notary public.
You can mail the documents or deliver them in person to the Authentication Office.
On to Ankara
With the apostille attached, send the document to our office in Ankara. Translators sworn before a Turkish notary produce the Turkish translation there. If the receiving Turkish authority wants the translation notarized, a Turkish notary does that last step, and the same authority decides on acceptance.
For a North Carolina diploma, then, the order is school, North Carolina notary, Authentication Office, and only after that the sworn translation in Türkiye.
