Imported Cosmetics in Türkiye: Documents

Cosmetic products made abroad are placed on the Turkish market under the Cosmetic Products Regulation, supervised by the Turkish Medicines and Medical Devices Agency (TİTCK). Under the Cosmetics Law, a product must be notified to the Ministry of Health before it is placed on the market for the first time, and later changes to the product or the manufacturer must also be notified.

The responsible person

For imported cosmetics, the responsible person is the importer, who may appoint another person established in Türkiye as responsible person by a written agreement. For products made in Türkiye whose manufacturer is established abroad, a person established in Türkiye is appointed responsible person by a written agreement. The responsible person submits to the Agency, especially on its reasoned request, all information and documents needed to prove the conformity of specific aspects of the product, in Turkish or English. The product information file is also prepared in Turkish or English.

Labels and translation

When notifying a product, the responsible person submits through the national electronic database a legible copy of the original label, an additional Turkish label where the original contains no Turkish information, and an image of the packaging. The mandatory label information listed in the regulation is given in Turkish. Translating information about a product already on the market is not treated as a change that could affect its conformity with the regulation.

The texts we quote do not require an apostille for foreign manufacturers' documents. A notarised Turkish translation appears in one case: TİTCK issues export certificates for products made in Türkiye whose brand owner is abroad when the authorisation document and its notarised Turkish translation are added to the product tracking system during the certificate application.
